Repairs

State Emergency Relief (SER)

State Emergency Relief assists with home repairs to correct unsafe conditions and restore essential services. Eligible home repairs may include repair or replacement of a non-functioning furnace, hot water heaters or septic systems.

Home Repairs Offered
Payments are made only if the repair(s) is essential to remove a direct threat to health or safety or is required by law or a mobile home park regulation. The repair(s) must restore the home to a safe, livable condition. This does not pay for improvements or nonessential repairs. In addition, the requirements listed below must be met.

Requirements
To receive home repairs, the following conditions must be met:

  • Applicant must be the owner or purchaser of the home or hold a life estate or life lease on the home with the responsibility for home repairs.

  • The home is the applicant's permanent, usual residence.

  • The home is not listed for sale.

  • The home is not in jeopardy of loss. Repairs will be denied if there is a house payment or property tax arrearage unless a workable plan exists for paying the arrearage.

  • The ongoing cost of maintaining the home is affordable to the applicant (total housing costs cannot exceed 75 percent of the group's net income).

Detroit 0% Interest Home Repair Loan

The 0% Interest Home Repair Loan Program launched in April 2015 offers 10-year, interest-free loans from $5,000 to $25,000 to help Detroit homeowners invest in and repair their homes – promoting public health and safety, increasing property values and helping residents secure and maintain homeowner’s insurance.

Who can apply?

  • Must own and live in the home for at least six months prior to applying. Vacant, unoccupied units are not eligible.

  • Low to moderate income homeowners can apply no matter where they live. View the income table to learn more.

  • Regardless of income, homeowners in HUD designated areas in each city council district can still apply. See the map.

  • The minimum credit score is 560. Debt to income ratio cannot exceed 45% and housing ratio cannot exceed 35%. Loan to value cannot exceed 150%.

  • Homeowner’s insurance and property taxes must be current.

  • The homeowner must be able to afford the loan payments.

What repairs qualify?

If the home has health and safety hazards (i.e. lead, mold, asbestos), those issues must be addressed first before other repairs can be made. The following are sample repairs:

  • Removal of lead & other health/safety hazards (required)

  • Electrical repairs;

  • Furnace & HVAC replacement;

  • Roof replacement;

  • Plumbing;

  • Door and window replacement;

  • Concrete repairs (sidewalks, driveways);

  • Porches, foundations and other structural repairs.

Detroit Home Repair Fund

The Gilbert Family Foundation, ProMedica, and DTE Energy have announced a three-year, $20 million fund to build capacity for nonprofits to provide low-income Detroit homeowners with critical home repairs.

Eligible recipients include Detroit homeowners with income at or below 200 percent of the federal poverty line who have applied for the 2022 Homeowner Property Exemption (HOPE).

MICHIGAN HOMEOWNERS ASSISTANCE FUND (MIHAF)

Are you a homeowner experiencing financial hardships?

The Homeowner Assistance Fund was established to mitigate hardships associated with the coronavirus pandemic by providing funds to prevent homeowner mortgage delinquencies, defaults, foreclosure, loss of utilities or home energy services, and displacements of homeowners experiencing financial hardship during the pandemic.

Just go to this link to begin the application. You can receive up to a $25,000 grant per household to pay:

  • Delinquent mortgage/housing expenses, including property tax and insurance escrow shortages

  • Delinquent land contract payments, mobile home consumer loan payments, or mobile home park lot payments

  • Delinquent property taxes

  • Delinquent condominium/homeowners' association fees

  • Delinquent homeowner's insurance,

  • Delinquent utilities, gas, electric, water, sewer

  • Delinquent internet broadband services
